Exclusive: Pakistan Faces Delay in Climate Funding Pledges, Only $4.17 Billion Received So Far

Despite global pledges amounting to $10.98 billion in funding to help Pakistan recover from the devastating climate disasters, the country has only received $4.17 billion by March 2025.

This significant gap in the promised and received funds has raised concerns about the timely support Pakistan needs to rebuild and recover from the aftermath of the catastrophic floods and other climate-related events.

According to documents received by Political Uprise News, the World Bank pledged $2.19 billion, of which $1.48 billion has been disbursed. Similarly, the Asian Development Bank (ADB) committed $1.56 billion, but as of now, Pakistan has only received $406 million from this pledge.

China and the Asian Infrastructure Investment Bank had announced projects worth $1.1 billion, but only $250 million has been received to date.

The Islamic Development Bank (IDB) pledged $600 million, of which only $196.8 million has been disbursed. Furthermore, Paris Club countries had announced $798 million in support, but Pakistan has only received $132 million so far.

From the United States, a promise of $100 million was made, yet only $69.85 million has been received. Meanwhile, Qatar pledged $25 million, but no funds have been received as of now.

In terms of project financing, a total of $6.38 billion was pledged, but only $2.54 billion has been received, leaving a significant shortfall.

For oil financing, pledges amounted to $4.6 billion, yet only $1.63 billion has been delivered. The International Islamic Trade Finance Corporation had committed $3.6 billion in oil financing, but Pakistan has only received $629 million of that.

On a positive note, the Saudi Fund for Development has fully disbursed its pledged $1 billion.

However, the Prime Minister’s Flood Relief Fund has collected just $2.1 million, a far cry from the expected contributions to support recovery efforts.

In total, by March 2025, Pakistan has received only $4.17 billion of the $7.67 billion pledged by various international donors.

The delay and shortfall in the disbursement of these funds have placed significant pressure on Pakistan’s efforts to recover from the devastating effects of climate change, and the country continues to rely on more substantial and timely international support to meet its urgent needs.
